Blockbuster movies are made in America but are not made for America. Commercial cinema is an entirely global industry with non-American markets taking priority in terms of marketing and sales. The idea of selling America to the world through movies is obsolete because studios will not risk alienating a foreign market with American cultural imperialism. What studios sell is not America, but basic human stories that are translatable for a global audience. Human culture is what movies distribute, not anything that can be tied to a geographic area. Although the packaging may be Western, the American clothes and products only add flair to a fundamentally human message.
